The average entry-level paid plan across six widely used consent management platforms costs $9.17 a month for a single website, based on PrivacyTerms.io's direct review of each vendor's own published pricing page, captured in July 2026. That figure covers only the cheapest self-serve tier available to a small site. Prices climb quickly from there, and the two largest enterprise vendors do not publish a number at all.
How much does an entry-level consent management platform cost?
$9.17 a month is the average entry-tier price across six consent management platforms whose pricing pages PrivacyTerms.io reviewed directly in July 2026: Cookiebot, Usercentrics, Termly, CookieYes, Secure Privacy, and Complianz. The average uses each vendor's cheapest paid plan for a single website, converting euro list prices (Cookiebot and Usercentrics both price in euros) to US dollars at an approximate rate of $1.08 per euro. This is a convenience sample of six vendors commonly recommended to small and mid-size sites, not a statistically random survey of the whole market, so treat it as a useful benchmark rather than an industry census.
Every vendor in the sample prices per site or per domain rather than per organization. A company running three separate websites typically pays the entry-tier rate three times over, not once, since none of the six vendors reviewed bundle multiple domains into a single low-cost plan.

Complianz is the outlier at the low end because it bills annually only, $59 a year for one WordPress site, which works out to $4.92 a month once divided across twelve months. For the broader industry picture behind these six vendors, see our breakdown of the consent management platform market size, which puts the total global market at roughly $1.2 billion in 2026.
How many consent management platforms offer a free tier?
5 of the 6 vendors reviewed, 83%, publish a free consent-banner tier for a single small site, each capped by a monthly usage limit rather than a time-limited trial. Cookiebot's free plan covers one domain up to 50 subpages, Usercentrics caps its free Web CMP at 1,000 monthly sessions, Termly allows 10,000 banner views a month, CookieYes allows 5,000 pageviews a month, and Secure Privacy allows 500 consents a month across up to 10 domains. Only Complianz, among the six vendors checked, has no free tier at all.

A free tier is usually enough for a low-traffic blog or a single-page brochure site, but every vendor's free plan reviewed here caps out well before the traffic level of an active small business site. Price is only half the picture: for how many visitors actually accept the banner these platforms render once it is installed, see our broader cookie consent statistics for 2026.
How does consent management platform pricing scale as a site grows?
Pricing scales in steps tied to pageviews, sessions, or consents logged per month, not in a smooth per-visitor rate. CookieYes' own published ladder runs from a free plan through $10, $25, and $55 a month on a single domain, a more than fivefold jump from its entry paid tier to its top self-serve tier. Secure Privacy scales further still, from $15 a month at its Small tier to $249 a month per domain at its Advanced tier, more than 16 times its own entry price, before customers are routed to a custom Enterprise quote.

The pattern holds across every self-serve vendor reviewed: the entry tier is cheap enough for a hobby site, but a growing site with real traffic outgrows it within a year or two and lands on a mid-tier plan several times more expensive.
Cookie acceptance behavior is a big part of why sites need this tooling in the first place; see our companion post on cookie consent acceptance rates for how many visitors actually accept versus reject the banners these platforms generate.
What does an enterprise consent management platform actually cost?
No verified figure exists for enterprise-tier pricing. OneTrust and TrustArc, the two consent platforms most frequently named in enterprise procurement and analyst comparisons, publish zero pricing on their own product pages as of July 2026; both sites offer only a "Request Demo" or "Contact Sales" button with no self-serve checkout and no published starting price. That is a real, checkable data point in its own right, not a gap in this post's research: unlike the six self-serve vendors above, neither enterprise vendor lets a prospective customer see a number before a sales conversation.

Fines linked to invalid cookie consent are a separate cost sites should weigh against any platform's monthly fee; that enforcement side of the picture, tracked by EU case data, is a topic we plan to cover in a future post once enough confirmed cases are compiled.
How do the 6 consent management platforms compare on price?
| Vendor | Free tier | Entry paid tier (per site/mo) | Top self-serve tier (per site or domain/mo) |
|---|---|---|---|
| Secure Privacy | Yes, 500 consents/mo | $15.00 | $249.00 |
| Termly | Yes, 10,000 banner views/mo | $10.00 | $20.00 |
| CookieYes | Yes, 5,000 pageviews/mo | $10.00 | $55.00 |
| Cookiebot | Yes, 50 subpages/1 domain | $7.56 (EUR 7) | $97.20 (EUR 90) |
| Usercentrics | Yes, 1,000 sessions/mo | $7.56 (EUR 7) | $54.00 (EUR 50) |
| Complianz | No | $4.92 (billed annually) | $1.33 (Agency, 25 sites) |
| Average (6 vendors) | 5 of 6 offer one | $9.17 | -- |
Source: vendor pricing pages, reviewed by PrivacyTerms.io, July 2026. Complianz's "top tier" price per site drops as more sites are added to one Agency plan, so its per-site rate at scale is lower than its entry rate, unlike the other five vendors, which charge the same or a rising rate per additional site.
Which vendors cost the least to start but climb the fastest?
Entry price alone hides how far a vendor's price climbs once a site outgrows the free tier. Ranking the five vendors with rising per-site pricing (Secure Privacy, Termly, CookieYes, Cookiebot, and Usercentrics, Complianz excluded since its per-site rate falls rather than rises) against both their entry price and their scaling multiple, from entry tier to top self-serve tier, splits them into two distinct groups. Termly and CookieYes charge the same $10 a month entry price, but Termly's ceiling is only 2 times its floor while CookieYes climbs 5.5 times. Secure Privacy and Cookiebot sit at opposite ends of entry price, $15 versus $7.56, yet both scale aggressively, 16.6 times and 12.9 times respectively, from entry to top tier.
Figure 5: Entry-tier price plotted against each vendor's scaling multiple from entry tier to top self-serve tier, 5 vendors with rising per-site pricing. Source: vendor pricing pages, reviewed by PrivacyTerms.io, July 2026.
A site picking a vendor purely on the lowest entry price, Complianz aside, can still land on the steepest growth curve once traffic increases, so the entry-tier number in the table above is a starting point for comparison, not the full cost picture over a site's lifetime.
The Bottom Line
$9.17 a month buys the cheapest paid tier at a typical consent management platform in 2026, and a free tier covers an even smaller site at 5 of the 6 vendors reviewed. That number is only useful as a floor. Real sites outgrow the entry tier as traffic climbs, self-serve pricing can reach $249 a month per domain before a vendor even mentions a sales call, and the two enterprise vendors most commonly recommended to larger organizations, OneTrust and TrustArc, publish no price whatsoever. A consent management platform also only logs the choice a visitor makes; it does not write the disclosure describing what a site actually does with that data. A privacy policy generator built to match GDPR and CCPA cookie disclosures keeps that companion document current regardless of which consent platform, or price tier, a site runs.
