The research firm scored each of the 100 most populous countries and territories across 8 sectors, government, police, airports, banking, schools, workplaces, buses, and trains or subways, rating each on a 0-to-5 scale from "invasive use" to "no evidence." Only 3 countries, Cuba, Haiti, and Syria, showed no evidence of FRT use in any of the 8 sectors, which Comparitech attributes more plausibly to limited surveillance funding than to a deliberate policy choice.
Businesses are not exempt from this landscape just because a government program is not their program. Any site or app that captures a face to verify a user's identity, unlock a device, or tag a photo is collecting the same category of data a country's government might be scoring above, and most biometric-specific privacy statutes require that category to be named explicitly rather than folded into generic "personal information" language.
Which sectors use facial recognition the most?
Government operations are the single most common use case, present in 83% of the 100 countries studied, ahead of banking and financial services at 80% and police access at 75%, according to Comparitech's 2024 breakdown. Airports come next at 68%, followed by workplaces and trains or subways at around 40% each, then schools at 25% and buses at 24%.

School use sits at the bottom of the ranking, but it is not zero: a quarter of the countries studied have documented at least one school district or campus using facial recognition for attendance, access control, or safety monitoring.
Which countries have the most invasive facial recognition surveillance?
China has the most invasive facial recognition posture of any country Comparitech scored, at 5 out of a possible 40 points, where a lower score means more pervasive use across more sectors. Russia follows at 8 points and the United Arab Emirates at 9, with the United Kingdom next at 11, the only Group of Seven country to crack the top four.

How is a country's facial-recognition score calculated?
Comparitech scores each of the 8 sectors on a 0-to-5 scale for every country, then sums the 8 sector scores into a single index out of 40 points. A sector scores 0 for invasive, unrestricted use, 1 for widespread use, 2 for growing use, 3 for active testing, 4 for public discussion without deployment, and 5 for no evidence of use at all, so a lower total means the technology shows up, and shows up unrestricted, across more of the 8 sectors measured.

A country does not need a national facial-recognition law to score low. China, Russia, and the UAE all score in the single digits because unrestricted use turns up across nearly every sector measured, not because any one sector alone drives the total.
Is facial recognition banned anywhere?
Only 2 of the 100 countries Comparitech studied, Belgium and Luxembourg, have a formal ban on facial recognition technology. Even Belgium's ban is not absolute: police there are permitted to use FRT in certain legal cases, with greater restrictions than most other countries impose. No other country in the 100-country sample has gone as far as an outright ban, though several have moved toward narrower restrictions instead.
The European Union took the narrower-restriction route. The EU's AI Act entered into force on August 1, 2024, and its ban on most real-time remote biometric identification by law enforcement in publicly accessible spaces became enforceable on February 2, 2025, according to the European Commission. The prohibition carries broad exceptions, including searches for missing persons, prevention of imminent terrorist attacks, and court-approved identification of suspects in serious crimes, so it functions more as a court-authorization requirement than a true ban.
Businesses collecting facial or other biometric identifiers from EU or UK users sit inside this same tightening regulatory perimeter, even when they are not the ones running a law enforcement system. Is facial recognition adoption accelerating?
Government deployment is not slowing down in the countries that already use it most. The UK's Home Office pledged 115 million pounds ($157.3 million) over three years toward a National Centre for AI in Policing, including 40 new live facial recognition vans, announced January 26, 2026, according to Biometric Update, on top of deployments already running in London, South Wales, and Essex.
France shows a similar acceleration inside an existing system. Queries against the country's TAJ criminal-records database using facial matching climbed from 375,000 in 2019 to nearly 1 million in 2024, according to an investigation by the nonprofit outlet Disclose published in partnership with the digital-rights group La Quadrature du Net, reported by Biometric Update in March 2026. The TAJ database itself holds roughly 17 million records on people implicated in investigations and 48 million victim records, including 9 million frontal portraits.
